Are there any super easy (besides adobe) online image designing software that makes it really easy to design graphics, or do people really draw it on paper then scan it?

Check out GIMP (http://www.gimp.org) for something that compares with Adobe Photoshop.
Inkscape (http://www.inkscape.org/) is a vector program that competes with Adobe Illustrator.
A lot of people actually do freehand a picture on paper, scan it in and then trace it with a program like Illustrator or Inkscape. I don't know if Inkscape has anything like it, but Illustrator has something called Live Trace that can automatically vectorize an image, saving a ton of time.
Both GIMP and Inkscape can be downloaded for free on their sites. They are both open-source, so they are free forever unlike Adobe Trials.

You can also try out Aviary (http://www.aviary.com) for online image designing and editing. Aviary has a whole collection of cloud based tools, somewhat like Photoshop, that you can use online for free.
