Why is a random num added to the URL?

The script seems to add a random number to the end of each GET, making the pages impossible to cache on the server...
Example: I http://domain.net/app/inlinePage?open&Page=About&1245251588352
The bold part comes from the AjaxTabs script i guess...

At the very top of the script, change the highlighted below to 0:
