The main script pages (those that end with .htm) on DD actually are just regular HTML files, no CMS used. The forums is run on vBulletin obviously.

Isn't the CSS library using a CMS? I could have sworn it was Express Engine, but not 100% on this.

Yep, the CSS Library section is using EE. Forgot about that.
