interactive map with info popups??

Alright nobody was able to help me last time, but maybe this time??

I need an interactive map with popup info bubbles.

I checked out http://www.newmediacampaigns.com/page/jquery-vs-flash-for-interactive-map (building an interactive map in jquery instead of flash)

But I really have NO idea how it was done. I'm a real novice with javascript and I have a hard time understanding how it was actually done.

Can somebody walk me through it? I'd really appreciate it.

The engine I know is a flash one, check the engines in mapsinflash.com (http://mapsinflash.com), you'll find there a detailed map and a country map both with a popup window. Hope this help
