Not possible, there have been many threads about this.
A user needs to download the CSS file from your server to view it, so once that's done there's nothing you can do about it if they decide to look at the CSS. If you put the CSS file in a restricted folder it won't be accessible by anyone, so your page won't display properly.
A CSS file at the end of the day just isn't that valuable...
If someone wants to use your styles that's fine but in most cases different sites have different requirements so using your CSS won't benefit them anyway.

What makes your code so superior to block? Are you using some advanced technique? If so why not share it with the web community and give yourself credit by adding your name and a title with it? There are tools to interrupt the code anyway. Your just creating a hassle and anyone that wants it will get a work around it.

thank you everybody.
@bluewalrus: i've just ask... of course i'm not guru or something. just i was wondering... sorry, if i pissed off.
I don't think you pissed anybody off, it's just that (as schmoopy said) this sort of question comes up a lot. Instead of going around in circles each time someone asks, people tend to just "cut to the chase" and say, No, it's not possible.
