I need to get to the panel in order to change my player settings, since this something I have not done before, can some explain where to open this from?

Open what? The Settings Manager? It's actually on the page you linked to. It's a weird (and VERY confusing) way of doing it but the Settings Manager is that Flash movie embedded on that page - it's not an image or just for illustrative purposes (as the caption explains).

You access it in the browser.

after reading the page without skimming through it -I noticed what looked like a mini-screenshot is the utility that configures the player -I expected it to be in flash somewhere.

It still didn't work -so I am assuming my local testing environment or my code has issues.
