css horizonatal menu mod please help

i am trying to recreate a simimar menu i saw year ago, where when you mouse over a menu item, the color underline RISES so the whole background of the word is filled with that color, then when the mouse moves away, the color bar drops back to its orginal underline state.

any ideas?
