TNT Commercial? Swirls?

I am looking to make those really cool golden swirls like the ones in the TNT commercials. Here is a video with it in it. They swirl around the cast of Leverage.

However, I don't want them to move. I just want to make them so they wrap around someone's arm in a picture. Does anyone know how to make these in Photoshop? Or Illustrator? I have both. Thanks
