Help with headline window and update function

I'm making a video game website and the major 2 problems I'm having are creating a flash (or java) window to hold the headlines. The front page of websites like MSN, IGN, 1up, and many others have this feature (where you click on the pic of the headline and are linked to the story). I'm trying to figure out how to do this. My other question is how to do an update function, like add a news story or review just by clicking add a new article (through a text-box), instead of editing the entire website through Dreamweaver again. If anyone can help or even point me in the right direction I'd be thankful.

Search for "Content Management System". It's the real way to manage any non-static site.
