Okay, so im making a PS Action. However, in part of the action i duplicate the base layer, drag it to the top and set it to soft light. After, I was done recording it, I tested it on another picture, but it said that the action "Move" could not be preformed. How do you move a layer when recording an action?

The dragging or the relayering?
Sometimes you just can't record something in photoshop as an action, when it requires specific human input (like coordinates relative to an image)-- the most obvious example is drawing.
You can usually find some way around this sort of thing.
For example, if you do mean restructuring the layers, then you could just cut the current layer (and delete it if you want) and then paste again, thus putting it on top of the rest as a new layer.
In terms of actually placing it in the top of the image spacially, I'm not really sure how this would best be done. You could look at some tools like transform. Alternatively, here's a very roundabout option: copy that part, create a new image that size; enlarge the canvas to the dimensions of your other image while keeping the current data at the top. Then just copy/paste that onto your old image-- there may be problems in placing it there as you will have no data outside the image and it probably will center it in the old image, so you might want to actually include a background color (maybe black? will soft light make that go away?) then paste it. The hardest thing to work around here is if your images are different sizes... not really sure what to do there aside from making all modifications as generically as possible.
This'll take some trial and error... actions in photoshop are hard to work with sometimes, but very useful once you get them to work.
