Horizontal menu

I have never used the horizontal menus so I'm a little confused on how to set them up.

Here is the one I was using..

I'm not sure where to put the css code in my css at and where do I put the html? In my index file?

Well, the CSS code for the menu (code of Step 1, the CSS) by default would simply be added to the HEAD section of your page, directly within the page's HTML. If you're asking how to save that code inside your .css file, simply strip the <style type="text/css"> </style> tags from the code first, then append it to your .css file.
