Ok so I have been looking to get a web development job lately and I have noticed that a lot of them want you to have experience with Joomla.

I am just curious is there a way I can download this and mess with it offline, just to get an idea of what it is and how it works?

Yes, you can always download Joomla (http://www.joomla.org/download.html).

To test at your local end, you need to have a cross-platform web server like (XAMPP (http://www.apachefriends.org/en/xampp.html) or WAMPP (http://www.brothersoft.com/downloads/wampp-server.html).
