does anyone know how to use a (.dat) file in a web environment?

I've found a country to IP matching system which I'd like to use on my site, but I have no idea how to use the .DAT file that it refers to. I tried to open the file in my text editor, but it's just a jumbled up mess of unrecognizable characters.

What language is .dat written in?

Which program comes with the file?

Just a random guess, but I don't think there is necessarily a certain type of .dat file-- it may depend on how it was created (and why).
My approach would be to try to extract the data, then work from a .txt file, db, or whatever you'd like.

I remember videocd dat files  they were really annoying. Yes, that's what I tried to point out; which event/program created the file
