Probably.
Easier with CSS, though. Why not use it?
Without CSS, I suppose you'd create a table with a thin fixed-width column down the side, and set its background image to the image.

Well, i would use css, but haha, this is funny. I am trying to help another user who isnt very skilled, *copy paste*, if you know what i mean, and i didnt want her to get all confused by css, so i was looking for a more simple way if there was an easy one.
