why does this happen

Why do you only get the explorer warning bar apperaing on certain sites. For instance I created a simple site with javascript for opening a new window. When I open this page I get the IE bar saying 'content blocked'. I imagine your site uses scripting but it doesn't come up when I visit your site.

Ecxuse the ignorance but I am VERY new to this.

It'll work when you upload it, it just does that offline.
