I want to learn HTML+CSS. I was just wondering if i spend at least 3 hours a day studying it how quickly will i be able to write it fluently?

Also, when people design websites do they learn ALL of the code or do they have a blank template of the code then add all the vital information?

as far as how long it would take you to write the code fluently, that really depends on how easily you can learn. One person may spend 3 hours a day for a couple of weeks and be a "guru", while someone else may spend 3 hours a day for a couple of years to attain that sort of "zen mastery".

Your other question, I'm not sure if I understand what you mean by "use a blank template"?

If you go through http://www.howtocreate.co.uk/ (start with the site design tutorials), you should be proficient quite quickly. You'll require some practice with real projects in order to fix the details in your memory, I suspect.
