PHP MySQL convert English to Chinese

Hi i have a news portal site twitoosearch.com and it is all in English I am wondering if there is a script that will allow me to translate all the site into chinese, I am trying to stay away from google and free services.

Am looking at something more intergrated like something i place into the DB or something

Are you looking for something that will translate the text for you? Or a way to maintain/setup a multilingual site?
