The pictures tell the whole story.
Internet Explorer 8β:

...and Firefox 3.0.1:
1977
WTF‽
I'm pretty sure it's a CSS problem. Here is the entire page:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN" "http://www.w3.org/TR/html4/strict.dtd">
<html>
<head>
<meta http-equiv="Content-Type" content="text/html; charset=utf-8">
<title>Disc Error</title>
<style type="text/css">

body,td,th {
color: #000000;
background-color: #FFFFFF;
}
a:link {
color: #0000FF;
text-decoration: none;
}
a:visited {
text-decoration: none;
color: #33FFFF;
}
a:hover {
text-decoration: underline;
color: #00FFFF;
}
a:active {
text-decoration: none;
color: #000000;
}
a:link, a:visited, a:hover, a:active {
background-color: #FFFFFF;
}
p:first-line {
font-variant: small-caps;
}
-->
</style>
</head>

<body>

<p><code>The Disc Error Experiment is starting September 1st.<br>
What is the Disc Error Experiment, you say?<br>
Well, the Disc Error Experiment (DEE for short) is a month-long experiment to find if putting CDs into their cases really does scratch them.<br>
Now, I know what you're thinking. <em>Where the **** did that come from‽</em> Well, one day, I played a CD and put it back into its sleeve. About a month later, I tried to play the CD and, guess what, it didn't play correctly!</code></p>

It works perfectly in FF 3.0.1 for me.

What!? It works right if I save the page where the JavaScript and image files aren't...
I've attached a Zip file with all three.
[continues banging head]

I just noticed something. If I restore or minimize the window, the maximize it, it works correctly.
Weird.
But then if I refresh the page, it goes wonky again.
Really weird.
And switching to a different tab and back doesn't do a thing.
Really weird.

No matter what I do I can't reproduce the problem you posted an image of. The only thing I get out of that zipped folder "_1" file is an error "invalid character" line 2 char 1

Just tried minimizing/resizing the window and still couldn't reproduce the problem

Yup, same here. I'm sorry.

Let's see... valid HTML... valid CSS... character 2:1 is <... Nope. Just strange.
Oh, sorry, I forgot to attach doggitydogs.js. That's the only remaining file.

Nope, same thing.
