Is if these two were combined:
Document Magnifier 2.0 (http://www.dynamicdrive.com/dynamicindex3/zoom.htm) and the Image Spotlight effect (http://www.dynamicdrive.com/dynamicindex4/spotlight.htm)
You could call it Image Magnifier effect
