Submitting stuff

Hello guys

I'm designing a website and I'd like to include the facility for users to submit their thoughts like when you click on the comments section on www.offthetelly.co.uk. Here you can log in as either anon or with a username - rather than having a full blown forum set up like here on Dynamic Drive which would be overkill for my small website

Is there anything readily available that it's easy to 'plug' into a website and doesn't require knowledge of php or suchlike?

There are third party guestbooks that might work out for this.
