horizontal menu with descriptions

hi everyone,
i'm looking to create a css horizontal menu, such that when you hover over a tab it would show a description like this one:

can anyone direct me to a tutorial? i attempted to study the source code for the website above but it didn't make sense!

That looks an awful lot like:

with just a bit of tweaking.
