First, yes this is all with permission from the artist.
I have the mp3 files online and they are downloadable by saving them through the browser, but I'd like to make them easily downloaded by either clicking on them or a download button. Now if you click on them the mp3 plays through a blank quicktime screen. I don't want to lose the playing feature, but want to add the simple download feature to it.

Search google (or even this forum for "force download"), and you'll find a lot of information, probably.
However, it's difficult. Browsers do not have a default way of controlling how they download files, so you just need to hope it does what you want. There are a few ways of encouraging it one way or another, but nothing entirely stable.
Basically, the default action of the browser you're using is to play in quicktime. However, though that is true for most people, you will find that people without quicktime will have something else happen-- probably load in Windows Media Player, etc., OR just download as a file like you said if no suitable plugin is detected.
You can send a header (technical description of the file) attached to the download which will suggest what to do with it (basically giving it more of a hint than the file extension), but doing this will be basically sending incorrect data and hoping it works.
The only way to be sure that they download the file is to encase it in a zip, because that must be saved, then they can extract that and play the file locally.

I have created Flash media players in the past that have this sort of functionality. You can play the mp3 as well as download it.
I believe Jeroen Wijering's Media Player (it's free) has this feature as well. Might be worth a look.
This all depends entirely on your design/setup/audience and all that good stuff, but it's an option.
