Announcements Script

I am looking for a script to produce public announcements that anyone can add to.

For example, a web page where someone can come along and add their own event to.

The script must allow that person to edit their posts by way of a login (so other people can't edit someone else's).

If you need more clarification, please ask. If you haven't got a perfect solution, please give me your best idea and point me in the right direction.

You could use any forum or calendar program/script. If you need any more help, please include more specific details about what you really want to do and what server side languages you have on your hosting server.
