how to link to content on same page like example.com/index.php#help

Hello I know thats not a big question.
How do i link to an area on same page like this (http://www.ixwebhosting.com/index.php/v2/pages.webdesignFeatures#f3). When you will click on a feature, it will take you down to that content on same page. hope its js but i m not sure
