How to creat a naviagation menu like this?

I am a new guy on DHTML and have been impressed by the navigation menu from DHTMLCENTRAL.COM.
the effect is in bellow link:

Can somebody provide me some guide or reference to achieve such kind of effect?

CSS could do that I believe, look in to using a DIV as a link and I think you'll get the idea.
