I want to create news updating website, i need to update the news from differnt part of the world different people, so if i want to update the main column from london and second page from dublin, how can i create a form or wat will be the proper solution.

Well, I see no reason why different areas of the world wouldn't be able to use the same form. Is your dilemma based in time, then?

Alex, when attempting to view a site from different areas, you need to worry about languages. I am guessing that is the basis behind this question, however the best solution would be to use XML files and parse in the language appropriately to whatever the user has set.
If the site is not currently multi-lingual, I think it might be confusing to have just this one part be different.
A computer does not know the difference in data. It can only read binary code, 0's and 1's. Therefore viewing / editing some web-page from different locations really does not mean anything to the computer.

Yeah, I understand that. But isn't HTML and PHP still universal, meaning the languages themselves are still in english? That's why the actual processing of the form is something I didn't think would be affected by the language barrier. I may be wrong, though...probably am. I'm curious now...

Well, the language is only an issue with the interface, which is an issue of skinning not PHP/HTML code. The same variable names (in English) can be used.
The issue may not be that of language, but that of, literally, location. If the form includes values for State, City, etc., then that will need to adjust. In the end, you'll just need to create one for each area, if this is what you want, then you will need to apply it based on preference.
