I have never used CSS before- is it possible to take an image, and make it hover over and ignore other components like text, pictures etc? Most importantly, can I fix it to a specific place, and have it remain there even if the user scrolls in the window?

that sounds like something for javascript maybe? do you mean like those ads that pop up and scroll down the page with you kinda thing?

EDIT: oh and dont hold me to my word about that being javascript im just saying that thats what it would seem to me...seems a little complex for just CSS, im sure someone smarter will post here about this, and confirm or deny that statement

Yeah, except the use would be more as a notice bar that sticks with you. Not entirely sure how to go about it, but thanks anyway.
