Considering Ebay has a team of IT specialists working full 40 hour weeks, this probably isn't something you're going to get going just be a casual question on a message board. Dive into some html coding tutorials, server side programming tutorials, and database tutorials, or hire a consultant (in addition to anyone else for the actual work).

Yeah, Ebay has almost perfected at what it is doing *isn't it owned by google now?* But like djr33 said, they have people working on this 24 hours a day... like 40 different server locations in the U.S, like 13 in Europe, 20 in Asia, and like maybe 5-7 in Africa and India and the north and south pole...
