Food for thought (will pay for this)

My webapp has tags (of two different fonts depending on the page you're at). I'm trying to add some "funk" to the tags. I want to dynamically generate a border around each tag on mouseover. This border will have 2 small images on the top right corner: + and - signs. These 2 images will be clickable and will perform certain ajax actions.

My code is in php/mysql/css/javascript. Can you help me figure out the dynamic border? Happy to pay for this.
