That's a Favicon, Google Favicon and you'll get lots of info on the subject. Dynamic Drive has a their Favicon generator linked to their main page, follow that link for info as well as a beta version Favicon Generator.

i used to use one, and it seems a bit flaky. sometimes it doesnt work at the beginning, and whatever. anyways here is a site that shows how to do it
