Moving Horizontal Scroll Bars

I used CSS overflow boxes to fit my content within a certain width, so the my customers would have to scroll over to see more information. I was wondering if it was possible to a) have 2 horizontal scroll bars, one one top and the other one on bottom or b) move the bottom scroll bar to the top of the overflow box.
