Help with Scrollable Iframe

For some reason, instead of the UP/DOWN scrolling the contents of inside the frame, the UP/DOWN scrolls the entire webpage. I dont know how to fix this problem. Can someone help please?

Does it scroll after clicking inside the iframe?

yea.. the entire window still scrolls after i click the inside frame
