I've never heard of Taco HTML, but to make a forums you will need a server side scripting language (php, ASP, etc) and also some sort of database. If you are new to server side scripting, you may want to get a pre-made forum software such as phpBB, SMF, FlexBB, etc.
Hope this helps.

Taco HTML? I want one. Hmm. More info...?
Can't say anything more than testingsite til we have some idea more clearly what you're after.
I suppose Taco HTML is some sort of WYSIWYG editor?
EDIT:
Ok, talked to a friend. Apparently Taco is a fairly limited WYSIWYG editor that does allow direct input to the code.
Well, refer to testingsite's post and give us a bit more info. I'd recommend one of the forums listed, such as phpBB.
Creating your own is fine, though, but a LOT of work.
Also, realize that taco html has no specific influence on your code. It spits our plain text (html) and you could at any time stop using it and write it all by hand or use another editor. It is just a tool. The question is how to create a forum in general, not how you would with taco.
