On which operating system? On UNIX-like OSes, you can modify the language variable just for that application (example in bash):
$ LC_ALL=en netbeans

Win XP.I try to add --locale language=en in /etc/netbeans.conf but seems not work.
#netbeans_default_options="-J-Xms32m -J-Xmx128m -J-XX:PermSize=32m -J-XX:MaxPermSize=160m -J-Xverify:none -J-Dapple.laf.useScreenMenuBar=true --locale language=en"XX:+UseConcMarkSweepGC -J-
