Can someone out there please help me. Somebody wants his homepage created in CMS and sorry to say that I dont understand what that is. CMS=Content Management System? or what is it. And he wants to be able to update pictures etc. later.
Any help will be appreciated.

Well, a CMS is a content management system that the end user can use to manage their website through the use of WYSWYG editors, pre-made pages, etc. Some CMS systems also have additional modules that can be installed along with it; such as a forum system, polling/comments system, etc.
You can look around hotscripts.com, google, etc. for some pre-made CMS systems, or you can create your own to suit your needs. If looking for a pre-made one though, I recommend looking at Joomla (I think that's the name/spelling) or PHP-Nuke.

anything that you have a "control panel" for is the result of CMS
or in otherwords, unless you hardcode everything, it is the result of some type of CMS

A control panel is a "front-end" or webpage that gives you some options to perform some type of ammendment; based upon your actions, it does all of the behind the scene server-side work
for example if you click on User CP at the top of the page, you will see a link that will allow you to change your e-mail/password.. you enter in your credentials (existing password & new password / new email) and after you hit save changes, the system performs all the necessary steps to actually accomplishing the task.
