Display Important announcement

Lets say your website is for a football game. and you want on the site to say "The football game is now being played" But you want it to be displayed in an important/announcement kind of way.

you guys think this would be done in HTML or am i looking for CSS?

Hmmm Announcement can be anything from a marquee to an alert message, to just a red box.
Really describe what you want like
"If the game is being played then there is an alert message that EATS THE USER'S COMPUTER!" well, yeah, but still thats a little out of hand and un reasonable...

I'll try to remember that.

Maybe a message on the top of the site that attracts the user's attention -- Maybe something that scrolls or flashes and you can link the user off that announcement to another link of somekind.
