It came with the windows version.
I have an old one for linux so i wouldnt know if the newest one has it or not?

Yeah. Take a look way back in the archives. Fun script, but pretty slow for anything larger than the google logo (I was playing with that.)

I am pretty sure that its just for entertainment and its not supposed to be validated. although figuring out a way to have if valid would be quite interesting =))
Shouldn't be too hard, but I'm certainly not going through that and validating it :p A regex search/replace, perhaps. I'm still surprised the validator actually parsed it and didn't keel over and die when it saw how big it was.

I used to code images to text somewhat like that using batch files, until I found some neat editors designed just for it. I doubt if any of the resulting pages would validate though.
Here's an interesting example of one (not my work) that I think may have originally been coded by hand:
