I say its a tie between Paint.Net and Fireworks!
But when i was like 6 *9 years ago* I used to use microsoft paint to pretend i was the weather man, you notice how all weatherman's maps are really pixilated *they are starting to improve cuz of google earth... but still...*
None of those :-\
I'd choose Inkscape.

I'd go Microsoft Paint. It's speedy, it gets most simple jobs done, free (Note: By free, meaning not having to pay on top of Windows) and it's quite easy to learn and maneuver.

I just put MS Paint up there as a like joke... I didn't think people would actually say its the best... lol, I GO FOR PAINT.NET ITS EASIER AND ITS COOLER!
The people have spoken, although I would surmise that they've never tried KDE's KolourPaint :)

i dont think kolourpaint is as good as paint
just because linux is better then windows doesnt mean all windows programs suck
KolourPaint is a very obvious clone: it has all MS Paint's features, plus some more (like elliptical selections, transparency, connected lines, curves, brightness/contrast/gamma settings, and colour similarity settings for fills).
