Quick Css Question need Help

right now im building my site, i got a question. For Example if i type this <div id="navigation"> on my homepage, it should go to my .css file. Once at the .css file is there anyway i can change #navigation to execute a html file, wasnt sure if there was a code for that. thanks in advance

I'm not sure if that is possible. What is it you're trying to accomplish by doing this? There may be other solutions to getting your end goal, if we know what that goal is.
