Vignetting image with a chosen color?

I'm using a slideshow fade from this website, but I don't like the harsh edges of photos in my top banner.

After sizing the photos correctly I used a photo editor to do the vignetting, but it only does it in black. I'm hoping someone knows of a photo/image editor (free) that can do this with a chosen hex color.

Vignetting what my editor calls it, so not sure if that's the proper name. I'm looking for something to "soften" the edges in a circle so it fades into the background.

Just create a circle shape (selection, most likely), feather it (making the selection's edge blurred), and delete the outside. Then you can create a new layer of a chosen color and place that under.

the GIMP is a free editor that would allow for this, certainly.

I'll go hunt down gimp.... hrm that just sounds bad. I'm using paint.net right now... so hopefully that one has more.

Actually, the easier way might be to create a solid color layer on top, select a circle, feather the edges if you want, then delete the circle, so you can see the image through it.
