background image on 100% table

Hello,

can someone please tell me how you make an image fit a 100% table?

i found this on a site that has a 700x174 background image that fits a 100% table using

I forget exactly where I found it, but there is a flash widget site somewhere you can accomplish this, however I do suggest that you get away from loading such a big image.
