FTP Passive Mode?

For some reason, every time I try to connect via FTP to my one server, it will connect and login, but then go into passive mode, only to connect and log in again to do the same thing, never getting to the actual directory. I've tried several FTP clients, even NcFTP, which is just a shell. I'm at a loss, and for some reason I haven't been able to contact my host for any info about why it would do this.

Any ideas?
