pop up on text

Hi guys,
wondering if anybody knows of a script that can do the following:-
place the cursor over a word and have a window pop up with more text in it detailing more about the chosen word.
Hope that made sense. I am sure there is but cannot think where i have seen it, any help would be much appreciated.

Sometimes the user might want something as simple as the "title" attribute.
