I'm drawing a blank. How would I create a file for a frame with no content just 2 images to be used for a header in my top frame.

Thanks for any suggestion or help

Just like any other page. Use all of the normal tags to create a valid html document (<html><head>....<body>.....), and then just add only two images, instead of any text or other content.
