Can anybody help me in this points using php.
1. How to upoad the vedeo and play the video using php
2. How to add the radio station and play the radio station using php.
3. How to chat with webcam using php.

Are you looking to broadcast music/stream it live?
If so: http://www.shoutcast.com/
webcam chats would require something like java or flash that could access your webcam...
So i think you're in the wrong forum.
