Search engine like webpage

I've been browsing the web and i ran across the site bugmenot.com while i don't particuarly like the premise i do like how the site runs... how can i create a webpage similar to bugmenot...

I think they are using php to do this...

I really wonder about the legality of that page. Strange. Kinda cool in some ways. But... yeah.

PHP and MySQL could create a system similar to that. Use forms to input, php to search, and php to display. You could also create a cloud style link thing like on the retailmenot site... just base it off numbers and such.
