PHP v4.3 or higher (preferably above v5)
MySQL or MySQLi Support (I can upload my own database but they must support it)
Unlimited MySQL Database Storage
Must be free
98% uptime or higher

No. That'll be a stretch if you're willing to pay. You CAN get that, but it's expensive.
You also could get that kind of package, but the catch would be that files cannot be larger than 1mb (generally, that's the case), if you're lucky. So... that limits a lot.
But you might be able to get a SITE that works... just nothing for hosting like that. (Large files, etc. are really hard to find space for.)

buy an extra hard drive, Arrange Something With your ISP, and install wamp or something on your comp.
Now You Own A Server.
You Can Put Whatever you Want On your Own Server, like your blog, music, games, ****(If You Have Nothing Else), and Then you'll Get People On your new Section Of The Internet.
Thats About As Free As it Gets.
But If You Want to Turn A Profit, You'll Have To Either
A) Sell Something,
Or
B) Get Ads.

For the unlimited, as djr stated, you wont find that for free. Hell, you wont find that for cheap (read- shared hosting) instead you will need a dedicated server, and the cheapest for that is around 100 US bucks a month.
You could always check ebay for deals, just remember "you get what you pay for"

You can signup for a good Free host like http://www.mixcat.net and chain the accounts so you are "unlimited" I have run this type of setup with Mixcat the servers are fast.. I don't think they monitor x-fer as several of my sites are VERY busy and they have been up for years..
This sure beats using your computer as a server.. Unless you run Linux as Windows is not secure enough.. I don't care what anyone says.. The file system is crap and 99% of virus's are made for windows.. The odds are stacked against you there.

This is true, unless (like me) you only use your home computer as a test server and not really a (let's say, for a lack of better words) live server. I use my home computer with my DSL modem firewall to protect it as well as my firewall software, anti virus, daily scans (adware, spyware, viruses [virii?], etc...) as a server for my personal php/javascript/html/etc tests. This helps out a lot. But if you wanted it to where a ton of people would use your site (such as a portal of some such, you may want to check into either paid hosting, or something else suggested in the rest of this thread.

Agreed. Personal Computers as "live servers" as you put it :) are limited to bandwidth of your ISP. Upstream downstream, blah blah.
The more people connected the slower everyone goes. Even with broadband amplifiers.
Free hosting... well, you get what you pay for. And even though s/he says she has busy sites, the term "busy" is relative. For some, 200 to 1000 IP hits a day is busy, where as I would cry if that happened to me. I average over 25,000 Unique IPs a day. Average stay of each IP is 129 minutes (yes, even including the < 5second visitors).
I had free hosting for a while too, some very nice set ups. But when I started reaching the 7 to 10,000 visits a day, they screamed at meto leave as I was sucking there servers dry :D

ditto...That is when I decided to purchase my own domain and get a paid hosting service.
Just recently, my current web hosting provider has been changing their server configuration. So I have been having to change my scripts and whatnot. Currently, I am in the process of moving over to a server that the ISP I work for owns and they are basically giving it to me for free being that I am one of the two administrators of that said server. :D Now, I have (basically) complete control of the server my site is (err...will be) hosted on.

Privman, does Mixcat allow mp3 audio streaming?
edit: nevermind---during signup I found out I can't use it for file storage, I'd have to move my domain there. Not wanting to do that....

But if you want a cheap host that meets those requirements, try www.doteasy.com or 1&1 (Don't know the link, but it's not 1&1.com). Doteasy has almost that for free, with a $15 activation fee, and 1&1 has that for about $5. I'm not sure about 1&1's activation fee, though.

i prefer www.siteground.com , they seem to work pretty well with a pretty good deal (5$ a month) i also dont remember what their activation fee is but they do give you a free domain when you sign up , along with a lot of bandwith 0.0
