floating layer

Help!!! for a new member. Tearing hair out.

I'm trying to run a floating layer in "wmode transparent" into which a Flash move is embed.
Where I am coming unstuck is that I would like to get it to scroll down the page similar to a .js menu or marque. Any ideas?
