im getting this error when i launch the ticker.

Sorry: It's not possible to reach RSS file http://www.dynamicdrive.com/export.php?type=new
I give up trying to fetch RSS feed.

it is writing the cache file though i see it there there 2 of them one for each feed. just not displaying them.

im using iis 6.0 on windows server if anyone has any ideas please thanks..

Please post a link to the page on your site that contains the problematic script so we can check it out. I'm not familiar with the intricacies brought on by a Windows server as far as its PHP abilities though, so I may not be able to help much.
