What type of chat? php? java? IRC? your choices are based on your servers capabilities. Need more specifics. You could also search google for a ton of free scripts.

Again, depends on what you want/need. There are Flash chats which are (should be) only used on dedicated servers.

One of the best, feature rich chat applications I have come accross though is X7Chat. it is PHP based, so you will need to support that.
